Digital archive policy
Journal Vínculos ensures that publications are preserved and available for future scholars, researchers, and students through OJS, a free software solution that is developed by the Public Knowledge Project (PKP).
Focus and Scope
The Vínculos Journal is an institutional journal of the careers of Engineering in Telematics and Technology in Data Systematization of the Technological Faculty of the Francisco José de Caldas University. It is a semiannual scientific-technological publication that is published from January to June (June as the month of publication of the first volume) and July to December (Diciembre as the month of publication of the second volume). Its first issue appeared in the second semester of 2004 and to date it has maintained its regularity.
The thematic areas of interest of the Vínculos are focused on the fields of computing, telecommunications, systems engineering and communications, architecture and computer hardware.

Vínculos is of a scientific-technological nature, as a production space written in the idea of being widely consulted and quoted, addressed to the academic community district (Bogotá), national (Colombia), and international (Latin America, North America and Europe).
The journal will only publish articles on scientific and technological research, reflection and review.
Vínculos is aimed at teachers, researchers, students and professionals interested in the permanent updating of their knowledge and the monitoring of scientific-technological research processes in the field of engineering. Its mission is to disseminate the results of research projects carried out in the area of engineering, through the publication of original and unpublished articles, carried out by academics and professionals belonging to national or foreign institutions of public or private order.
Articles submitted to the Vínculos must be unpublished works written in Spanish, English or Portuguese; however, preference will be given to articles that show innovative concepts of great interest, dealing with issues related to the objective and thematic coverage of the journal.
Vínculos is an academic publication indexed in EBSCO's Premier Academic Source (United States). It is also part of the following directories: Sistema Regional de Información en Línea para Revistas Científicas de América Latina, el Caribe, España y Portugal Latindex (México), REDIB, Google scholar, OAJI y Dialnet.
Vínculos is free from the moment of publication of each issue and its contents are distributed under the creative commons license, which meets the definition of open access of the Budapest Declaration in favor of open access.
OF THE CONSTITUENT SECTIONS OF THE JOURNAL
a. R&D RESEARCH AND DEVELOPMENT: Document that presents, in a detailed way, the original results of research projects. The structure generally used contains four important parts: introduction, methodology, results and conclusions.
1. Scientific and technological research article. Document that presents, in a detailed way, the original results of finished research projects. The structure generally used contains four important sections: introduction, methodology, results and conclusions.
2. Reflection article. A document that presents the results of completed research from an analytical, interpretative or critical perspective of the author, on a specific topic, using original sources.
3. Review article. A document resulting from completed research in which the results of published or unpublished research in a field of science or technology are analyzed, systematized and integrated in order to account for progress and development trends. It is characterized by a careful bibliographic review of at least 50 references.
b. AT TECHNOLOGICAL ACTUALITY: It is fundamental that the proposed topic deals with topics and cutting-edge technologies in the area of computer systems and networks or in engineering in general. It is essential that the treatment of these topics be critical and present significant contributions that contribute to the construction of knowledge.
4. Short article. Short document that presents preliminary or partial original results of a scientific or technological research, which generally require a prompt diffusion.
5. Case report. A document that presents the results of a study on a particular situation in order to make known the technical and methodological experiences considered in a specific case. It includes a commented systematic review of the literature on analogous cases.
6. Review of topic. Document resulting from the critical review of the literature on a particular topic.
7. Translation. Translations of classic or current texts or transcriptions of historical documents or documents of particular interest in the field of publication of the journal.
c. SOCIAL ENVIRONMENT: This section will publish articles from the different areas of knowledge that are not specifically focused on computer systems and networks; this is the case of the basic sciences and the human sciences. In the case of basic science articles, these should analyze and reflect the endogenous and exogenous incidence in technological, scientific and engineering aspects achieved by the University with its environment. In the case of the human sciences, articles from all areas of knowledge are welcome.
8. Reflection paper not derived from research. Document that presents results not necessarily derived from research, from an analytical, interpretative or critical perspective of the author, on a specific topic.

Peer Review Process
The fact that a document is received does not imply the obligatory nature of its publication.
The editorial committee is in charge of reviewing the documents, in order to verify compliance with the rules proposed in the instructions to authors and the relevance of the topic to the journal. If the document does not comply with the form or its subject is not relevant, it will be returned to the author for modification.
After the first filter, the document is sent to the committee of peer reviewers, who will be in charge of evaluating its thematic importance. The review is of the double-blind type, that is, the document is delivered to the peers without information about the author(s) and the author(s) is sent the evaluation without information from the peer evaluators.
The stipulated number of peer evaluators is two, however the concept of one more pair will be requested if the comments of the two initials are contradictory.
The selected referees will be able to give their verdict regarding the article, based on 4 options:
- Rejected
- Accepted once the described modifications are made
- The article is not for the theme of the journal.
- Publish without setting
For the second case, and for the purpose of verifying compliance with suggestions made by the arbitrator(s); the article returned by the author is sent to the same evaluator or evaluators.
The article enters one of its final phases: Style Correction, to finally be diagrammed (printed and digital version), to be visualized not only physically through a volume but also available in OJS of the journal, in downloadable versions PDF, HTML and electronic book or epub file.
EVALUATION DEADLINES
The selected referees will be responsible for submitting their concepts in the next four weeks (maximum deadline for submission of evaluations).
METHOD OF EVALUATION USED IN LINKS
Vínculos adopts a double-blind evaluative scientific method, in which the selected referees have no knowledge about the authorship of the articles and the authors are completely unaware of the identity of the evaluators who issue concepts of the article.
TYPE OF ARTICLES
Evaluators receive the following typology of articles:

2) Reflection article. A document that presents the results of completed research from an analytical, interpretative or critical perspective of the author, on a specific topic, using original sources.
3) Review article. A document resulting from completed research in which the results of published or unpublished research in a field of science or technology are analyzed, systematized and integrated in order to account for progress and development trends. It is characterized by a careful bibliographic review of at least 50 references.
4) Short article. Short document that presents preliminary or partial original results of scientific or technological research, which usually require prompt dissemination.
5) Case report. Document that presents the results of a study on a particular situation in order to make known the technical and methodological experiences considered in a specific case. It includes a commented systematic review of the literature on analogous cases.
6) Review of topic. Document resulting from the critical review of the literature on a particular topic.
Evaluators will be provided with the evaluation format in which the journal can follow up on article reviews and therefore send the peer verdict to authors without referee data within the completed evaluation format.
Publication Frequency
The edition of each issue is carried out by the Distrital Francisco José de Caldas University, with a six-monthly periodicity: being the first issue from January to June, made visible in the month of june of each year; and the second issue from July to December, made visible in the month of december of each year.
Open Access Policy
The Vínculos journal is free from the moment of the publication of each issue and its contents are distributed with the Creative Commons Attribution Non-Commercial 4.0 license (CC BY-NC 4.0), which meet the definition of open access in favor of open access, This license has been implemented since 2019 in the Vínculos. The license states: "... Vínculos is free from the moment of publication of each issue and its contents are distributed under the creative commons license Attribution NonCommercial (CC BY-NC 4.0), which meets the definition of open access.
This journal provides immediate open access to its content under the principle of making research available to the public free of charge, which fosters greater global knowledge sharing. The review, management, production and hosting online is funded entirely by Universidad Distrital Francisco José de Caldas (Bogotá-Colombia), neither authors nor readers have any charge to publish or have access to our publication.
Statement of Ethics and good practice
The editorial board of Vínculos, headed by its editor and director, is committed to the national and international scientific community in publishing unpublished articles, in ensuring ethics and quality in published articles.
Likewise, it is committed to providing an adequate and timely response to the concerns of authors, readers and the general public, ensuring the quality of the published articles, protecting and respecting the content of the articles as well as their integrity. The editorial committee undertakes to publish corrections, clarifications, retractions and apologies when the situation warrants it.
To comply with these good practices, the Vínculos journal uses a system of selection of articles that are reviewed by academic peer reviewers of the authors with criteria based exclusively on the scientific relevance of the article, originality, clarity and relevance of the work presented.
Vínculos explains its commitment to the respect and integrity of the work already published. Therefore, plagiarism is strictly prohibited and texts that are identified as plagiarism or its content is fraudulent will be removed from the journal if they have already been published or will not be published. The journal will act in these cases as quickly as possible. By accepting the terms and agreements expressed by the journal Links, authors must ensure that the article and associated materials are original or do not infringe copyright. Authors must also justify that, in the case of a shared authorship, there was full consensus of all affected authors and that it has not been previously presented or published in any other physical or digital medium.
It is important to inform the aspirants to publish in the Vinculos journal, the use of the Turnitin tool in all the processes of form and substance of each article received, which allows to detect plagiarism by checking the similarities of a document with multiple sources of information (internet, scientific articles and its internal database). It also identifies non-original content translated from English. Given its multiple functionalities, it is an indispensable tool in the evaluation process and therefore to this management is attributed the decision of rejection or acceptance of an article.
In addition, when submitting an article to the journal, authors and their works must meet the following requirements:
- Commitment to the ethical and responsible development of research.
- Production of their own work, unpublished and original; there must be no plagiarism or self-plagiarism.
- The research problem must be related to the objectives, methodology, results and conclusions described in the article.
- Authenticity of the data and results (they are not copies, inventions or manipulation of the same).
- Transparency and explanation in the use of the theoretical-methodological approach used.
- Explanation of the origin of the ideas, paraphrases, quoted texts and graphic resources.
- Proposal of the manuscript to only one journal at a time.

Conflicts of interest
Where there are any commercial, financial or personal links which may affect the results and conclusions of his work, the text of the work must be accompanied by a statement of these circumstances, which will appear in the published version of the work.
Both authors and evaluators must notify when there is a conflict of interest, the following are guidelines that evidences the existence of a conflict of interest and therefore sufficient arguments for Links to discard an article for publication:
- To have relation of kinship
- Presenting manifest friendship or enmity
- be part of the same research group
- participate or have participated in the management or co-management of a doctoral thesis in the last 10 years
- have defended a doctoral thesis under the direction or co-direction of the author(s) in the last 10 years
- collaborate in other economic or scientific-technological activities
- have a contractual relationship or share national or international research funds or projects, from public or private entities, or of any other nature, in the last 3 years.

Which make university in its various manifestations such as teaching, research and extension need sufficient means for socialization and feedback of their academic activities, enabling any member of the university community (teacher or student) to publicize the progress and results of the various stakeholders, research, undergraduate work, graduate and other academic activities. Moreover, the object of study both of Technology in Sistematization Data and Telematics Engineering are quite dynamic and innovative, which requires constant updating and appropriates ment of techniques and technologies which ensure us to be the forefront in these areas. The need for a publishing medium that gives you the space and give the deserved importance to grade papers and articles that for some reason are not published in refereed journals, but which are of great interest to the University community
