Focus and Scope
In 2007, during the second half of the year, a group of academic staff including various students working for the Faculty of Technological Studies at Universidad Distrital Francisco Jos´e de Caldas perceived the necessity to build a serial publication intended for the circulation of research results in topics of the large area of engineering and technology; in thematic area of Electrical, Electronics and computing; and in the disciplines of electrical and electronic engineering, robotics and automatic control, automation and control systems, engineering systems and communications, telecommunications, and Hardware and computer architecture; as well as basic and related sciences.
Therefore, these ideas that coincide thematically with the Classification of Scientific Areas according to the Organization for Economic Cooperation and Development (OECD), finally consolidated and begun to play a leading role in terms of search, treatment, innovation and production of knowledge socially useful, and the strengthening an academic community that has an impact on other sectors and aspects of life (e.g. the society, the productive sector and the managerial sectors).
It is for this reason that Visión electrónica Journal is aimed at teachers, researchers, businessmen, students and professionals interested in the permanent updating of knowledge.
Ultimately, this journal (entitled Electronic Vision: beyond a solid state), of scientific-technological nature, wants to emerge as a space of written production aimed at the academic community of district –Bogota -, of nation –Colombia-, and international –Latin American and Caribbean-.
The editions of the journal are carried out at Distrital Francisco José de Caldas University and they are issued once a semester: being the first issue of January to June, visible in January of each year; and the second number from July to December, visible in the month of July each year.
The languages in which the journal publishes are: spanish and english.
The following provides a set of guidelines that authors should follow for the successful publication of the documents, which must be sent by them as original products on the condition of being unpublished pieces of work, not submitted simultaneously for publication in other journals, or other publisher, and represent actual contributions of the authors - at which they have not copied or plagiarized in whole or in part of other works; -and in any rate they keep the highest ethical practices and best writing standards.
I. Constituent sections of the Journal
A RESEARCH VISION:Articles appearing in this section represent products of scientific-technological, totally or partially completed research studies, as seen from the perspective of Engineering. In this section, the following kinds of documents can be found:

Peer Review Process
THE SELECTION PROCEDURE
a. The fact that a document is received, it doesn’t imply the obligatory of its publication.
b. The editorial committee takes charge of the revision of the documents, with the purpose of verifying the execution of the norms proposed in the instructions to the authors and of the relevance of the topic for the magazine. If the document doesn’t fulfill the form or its topic is not of relevance, it will be returned to the author for its modification.
c. When the document passes the first filter, it is sent to the committee of assessment pars who will take charge of evaluating its thematic importance. The revision is of the doubly blind type, that is to say, that the document is submitted to the pars without information of the author(s) and to the author(s) received the evaluation without information of the assessment pars.
d. The specified number of assessment pars is two; however the concept of one more par will be requested, if the comments of the two initials are contradictory.
e. The fact that a document has been received, it doesn’t necessarily imply its publication. Therefore, the authors can remove the article provided they have not signed the equity transfer of rights on it.
f. General considerations of the evaluation are as follows:
- It is accepted for publication, it requires no changes
- It is accepted for publication, it requires minor modifications
- It is accepted for publication, it requires significant modifications
- It not accepted for publication
- Not for this journal
EVALUATION DEADLINES
The selected referees will be responsible for submitting their concepts in the next four weeks (maximum deadline for submission of evaluations).
EVALUATION METHOD USED IN ELECTRONIC VISION
Visión electrónica adopts a double-blind evaluative scientific method, in which the selected referees have no knowledge about the authorship of the articles and the authors are completely unaware of the identity of the evaluators who issue concepts of the article.
TYPE OF ARTICLES
Evaluators receive the following typology of articles:

Conflicts of interest
Dennis Thompson defines conflict of interest as: conflicts of interest arise in situations where a professional's judgment concerning his or her primary interest (e.g., the welfare of human beings and the integrity of his or her research) tends to be unduly influenced by a secondary interest, usually economic or personal.
It is therefore very important that the primary interest of the research should have priority and no other interest should be above the primary interest.
It is necessary that both authors and evaluators communicate any possible conflict of interest related to the articles.
The journal Visión Electrónica will define, together with its editorial and scientific committees and based on the verdicts of the peer reviewers, whether or not there is a conflict of interest within the research, this will influence the publication or exclusion of the article.
Visión electrónica Journal will refrain from selecting peer reviewers who present one of these situations:
- Be related to one another
- Presenting manifest friendship or enmity
- Be part of the same research group
- participate or have participated in the management or co-management of a doctoral thesis in the last 10 years
- Have defended a doctoral thesis under the direction or co-direction of the author(s) in the last 10 years

Journal History
During the second semester of the year 2007 a group of academic and students of the Technological Faculty of the Distrital University Francisco José de Caldas, perceive the necessity to build a serial publication that tended for the spreading of investigation results in thematic of the Electronic Engineering, of Telecommunications, of Control and Instrumentation, their basic and similar sciences. This idea consolidated with the purpose of assuming the paper of: search, treatment, innovation and production of socially useful knowledge to strengthen an academic community that influenced and impacted with rigor other sectors like the social, productive and the managerial. In that way the magazine emerges Vision Electrónica: something more than a solid state, of scientific-technological character, as a space of written production directed to the distrital, national and international academic community.
