Biological neural networks present characteristics that can be represented by topological mathematical models that symbolize different spatial scales that are far from trivial. In this sense, the present study shows the existing relationship of topological spaces, set theory and framed graph theory in the context of explaining the functionality and operability of the brain in terms of information processing, storage and optimization. From this point of view, it is proposed how topology in conjunction with other mathematical constructs allows to explain the functional dynamics of biological neural networks at their different scales, which can eventually be taken to artificial intelligence, neuromorphic and robotic computing, among other emerging disciplines and converging. In the same way, it is scaled how biological neural networks operate in both a two-dimensional and three-dimensional space, thereby showing their adaptation dynamics and normal functionality or in neuroplasticity stages, which theoretically corroborate what happens normally in the brain. Likewise, based on these characteristics, the structural dynamics of the brain and functionality are exposed, where disciplines such as algebraic topology, graph theory and neurosciences, are integrated in such a way in search of explaining how biological neural networks operate in the management and/or administration of the information that circulates through them, which in turn can be extrapolated to artificial neural networks.
